Mohammad Ejaz was appointed as the administrator of Dhaka North City Corporation without obtaining the necessary security clearance. A recently leaked intelligence report revealed that Ejaz was the fifth-ranked leader of the banned militant organization Hizb ut-Tahrir. He was arrested multiple times due to his involvement with the group.

On Friday, expatriate YouTuber Zulkarnain Saer leaked the intelligence reports in a Facebook post.

The reports indicate that Ejaz had previously faced cases for anti-state activities and financing militancy.

Hizb ut-Tahrir is a banned militant organization in Bangladesh. The Awami League government outlawed the group in 2009. According to law enforcement agencies, Hizb ut-Tahrir has been engaged in extremist activities, terrorism, and attempts to instigate political revolution across the country.

The intelligence report further stated that Ejaz was involved in student politics with Islami Chhatra Shibir during his student years. His association with Hizb ut-Tahrir began in 2002. A 2014 report by security agencies identified him as the fifth top leader of the organization.

Towards the end of 2014, he was arrested under the Special Powers Act and detained for some time before being released on bail. However, intelligence sources indicate that he continued working actively with the group afterward.

Following the changed political landscape after August 5, Ejaz was acquitted in the case on November 10, 2024. Shortly after, he was appointed as the administrator of Dhaka North City Corporation.

During the July-August violence, the militant group Hizb ut-Tahrir was directly involved with the protesters. On this matter, the top leadership of Hizb ut-Tahrir gave an interview to BBC Bangla. Cases against their top leaders were either dismissed or stayed, leading to the release of many detained militants.

Bangladesh’s security agencies have been monitoring the group’s members and conducting regular operations against them. The organization’s political influence and terrorist activities are considered a major security challenge for the country.

Meanwhile, it is being claimed that advisor Rizwana Hasan played a role in Ejaz’s appointment. Following her advice, advisor Asif Mahmud Sajib Bhuiya placed Ejaz in this crucial position.

The intelligence report reveals that no clearance was obtained from government security agencies before appointing Ejaz as administrator. This is being viewed as a matter of deep concern.

Security analyst and former national intelligence officer Aminul Haque said, “Appointing someone to such a position without a security clearance poses a major challenge to the country’s governance and security policies. If the allegations of involvement with a banned organization are proven, such appointments could increase political and security risks.”

Referring to Dr. Yunus’s alleged links with militant networks, he added, “The so-called coup attempt on August 5 was a suicidal attack funded by the Western deep state, carried out by a coalition of juvenile gangs and militant gangs, aiming to overthrow Sheikh Hasina’s government. The appointment of militants to top positions makes this clear.”
