ADP implementation rate lowest in fiscal year 2025-26

There has been a major setback in the implementation of the government’s Annual Development Program (ADP) in the just-expired fiscal year 2025-26. The ADP implementation rate in the outgoing fiscal year stood at only 67.52 percent, which is the lowest in the country’s history.

The Implementation Monitoring and Evaluation Department (IMED) released this updated report on the implementation of the ADP on Thursday (July 30).

According to the report, the ADP implementation rate during the previous interim government, i.e. in the 2024-25 fiscal year, was 68.18 percent.

IMED officials said that in any previous fiscal year, the ADP implementation rate would have been above 80 percent.

He further said that after the political change and the assumption of power by the interim government in the middle of the 2024-25 fiscal year, there was a major instability in the administration. At that time, many development project directors and contractors left their jobs. Due to this, the implementation of ADP was low that year.

On the other hand, the impact of similar administrative instability continued in the recently concluded fiscal year 2025-26. In addition, due to various election-oriented activities, there was not enough attention to the development projects of various ministries and departments of the government. Due to this, the lowest ADP was implemented in the budget.
