New prospects are emerging for expanding bilateral trade and economic cooperation between Bangladesh and Russia. Moscow is showing interest in increasing Bangladesh’s exports, access to the Russian market, and opportunities for new commercial partnerships. The long-standing trade relationship, which has been dependent on imports of fuel, fertilizers, and food grains, may now have the potential to make it profitable for Bangladesh’s export and manufacturing sectors.
Agreement to remove trade barriers, initiative to expand Russian market for Bangladeshi products
Significant progress has been made in strengthening trade relations between the two countries in the context of the Bangladesh-Russia Intergovernmental Commission (IGC) meeting held in Dhaka. A Memorandum of Understanding (MoU) was signed between the Federation of Bangladesh Chambers of Commerce and Industry (FBCCI), the apex body of Bangladeshi businessmen, and the Russia-Bangladesh Business Council on Thursday (November 5). It aims to expand business relations between the two countries, remove trade barriers and create new opportunities for mutual investment.
Currently, bilateral trade between Bangladesh and Russia is about $2 billion. Russian Ambassador Alexander Khozin said that significant potential can be opened in trade and investment if the two countries can utilize their own capabilities, resources and experience. However, to utilize that potential, existing regulatory complexities, bureaucratic obstacles and transportation-related problems need to be resolved.
Big market potential for Bangladesh’s export products
Bangladesh currently exports ready-made garments, jute and jute products, leather goods, medicines, hats, furniture and food products to Russia. On the other hand, Bangladesh mainly imports wheat, fertilizer, agricultural products, industrial machinery and nuclear power plant equipment from Russia.
According to Bangladesh Bank data, Bangladesh exported goods worth $353.9 million to Russia in the 2024-25 fiscal year. At the same time, the import amount from Russia was $1.36 billion. That is, Bangladesh’s imports are much higher than exports in trade between the two countries.
In this situation, there is ample opportunity to increase Bangladesh’s exports of ready-made garments, medicines, leather goods, jute products and processed foods to the Russian market. Especially if direct business contacts with Russian importers, a list of reliable Bangladeshi suppliers is created, and joint venture production and marketing arrangements are made, it is possible to expand exports.
Russia offers cooperation in the energy sector
In addition to trade, Moscow has also expressed interest in cooperating to meet Bangladesh’s growing energy needs. Ilya Shestakov, head of the Russian Federal Agency for Fisheries and leader of the country’s delegation, said that Russia has considerable potential to expand LNG and natural gas supplies to Bangladesh. Russia is also interested in participating in Bangladesh’s oil and gas field development projects.
The Rooppur Nuclear Power Plant, built with Russian financing and technical assistance, is one example of the long-standing strategic cooperation between the two countries. The $12.65 billion project will play a significant role in increasing Bangladesh’s power generation capacity.
Banking and payment complications due to sanctions
However, the biggest challenge in expanding trade with Russia is international financial transactions. Western sanctions following the Ukraine war have cut off several Russian banks from the international financial system, making it difficult to pay and receive money through traditional banking channels.
Ilya Shestakov emphasized the importance of building an effective and sustainable payments infrastructure to harness the full potential of bilateral trade, as banking complexities, foreign exchange fluctuations, high costs of transporting goods, and insurance-related restrictions remain major obstacles for traders.
New areas of investment and business cooperation
According to the MoU, FBCCI and the Russia-Bangladesh Business Council will organize regular business dialogues, trade fairs, exhibitions, exchange of business delegations and investment conferences. In addition, there will be cooperation in the exchange of information and implementation of joint projects between businessmen of the two countries.
According to experts and business circles, there are opportunities for Russian investment in Bangladesh’s pharmaceutical industry, agricultural processing, leather industry, ready-made garments, telecommunication infrastructure, and small and medium enterprises. Joint investment by Russian companies in Bangladesh’s special economic zones and hi-tech parks can also create new prospects.
Overall, there is an opportunity to transform Bangladesh’s relationship with Russia into a balanced commercial partnership, not limited to imports of wheat, fertilizer and fuel. However, to realize this potential, it is essential to increase Bangladesh’s export earnings, ensure alternative and legal banking systems, direct market access and investment protection. Balancing economic and diplomatic interests will be a major challenge for Bangladesh, especially considering the risks of Western sanctions.
